Following and practicing the important indication of We must take tough steps to forestall and defuse major risks, carry out targeted poverty alleviation, and prevent and control pollution, addressed by General Secretary Xi, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center positively carried out post-loan on-site inspection and gained actual effects as sticks to “keep learning with the purpose of application” and promotes the implementation of the spirit of the report to the 19th National Congress of CPC in CDM Fund.

Post-loan management is an important link to strengthen capital risk prevention in the whole life circle of project supervision and inspection. From October 25th to 27th, the Management Center, Hunan Provincial Bureau of Finance and local project departments of finance, carried out post-loan on-site inspection on the 4 on-going clean development concessional loan projects in Hunan Province. These 4 projects are the New Energy and Clean Energy Urban Bus Project of Hunan Xiangtan Automobile Transport Company, the Pingjiang County Urban Road Illumination Energy Conservation Transformation Project of Pingjiang Urban Construction Investment Co., Ltd, the Stoneware Industrial Upgrade and Technical Transformation Project of Hunan Hualian China Industrial Co., Ltd and the Liling Ceramics Standard China Clay, Glaze and Dies Preparation Center of Hunan Taisun Ceramics Co., Ltd. These projects involve green public transport, illumination and energy conservation, and industrial energy-saving and technical transformation. By on-site checks, discussion meetings with project owners and viewing project information files, the Management Center implemented careful inspection on the basic conditions of project owners, fund arrival and usage, project construction status, financial status, operation condition and credit status of project enterprises and other information relating to the capital security of the CDM Fund. The Management Center listened to introductions about project operation and loan utilization conditions made by project owners, and inquired item by item according to check procedures and then filled the Project Post-Loan On-site Inspection Questionnaire.

By post-loan on-site inspection, the 4 projects are well-functioned and project enterprises operation is generally normal.
